Part of Pacific Century Group, the organisation operates across North America, Europe, Asia, and Africa, supporting multinational partnerships within highly regulated insurance markets.

They are seeking an experienced Legal & Compliance Officer to join their Johannesburg-based hybrid team. This role plays a critical function in managing commercial legal matters, regulatory compliance, governance frameworks, and risk management across Africa — primarily South Africa and Kenya — while supporting broader UK and EMEA regulatory and partnership activities.

This opportunity is ideal for a commercially minded legal professional with strong insurance regulatory, compliance, and commercial contracting experience looking to operate within an international, fast-growing insurtech environment.

Role Purpose

To provide strategic legal and regulatory compliance support by managing commercial agreements, identifying and mitigating legal and compliance risks, and ensuring adherence to insurance regulatory frameworks across multiple jurisdictions while embedding a strong compliance culture throughout the organisation.

Duties & Responsibilities

Key Responsibilities

Legal & Commercial Contracting

  • Draft, review, and negotiate commercial agreements including:
    • Insurance distribution agreements
    • Service agreements
    • Technology and partnership agreements
    • Commercial and strategic collaboration contracts
  • Provide commercially focused legal advice aligned with business strategy
  • Support EMEA partnerships through contract review and legal risk analysis

Regulatory Compliance & Governance

  • Identify, interpret, and apply applicable insurance laws, regulatory requirements, and compliance obligations across Africa and the UK
  • Act as subject matter expert on regulatory compliance frameworks
  • Monitor regulatory developments impacting insurance and financial services operations
  • Ensure adherence to FCA and relevant African regulatory requirements
  • Undertake regulatory reporting obligations including FCA submissions

Risk Management & Compliance Oversight

  • Identify, assess, and mitigate legal and regulatory risks
  • Develop, draft, and maintain compliance policies, procedures, and governance frameworks
  • Monitor organisational adherence to compliance programmes
  • Promote and embed a strong compliance and risk culture
  • Support internal compliance monitoring and regulatory audits

Stakeholder & Regional Collaboration

  • Work closely with Regional and Group Legal & Compliance teams
  • Support escalation, reporting, and mitigation of compliance risks
  • Provide legal and compliance guidance to senior stakeholders and business teams
  • Collaborate across multicultural and cross-border teams within EMEA operations

Desired Experience & Qualification

Minimum Requirements

  • Qualified Attorney / Lawyer (Admitted Legal Practitioner)
  • Minimum 5 - 7 years’ post-qualification experience (PQE)
  • Proven experience in insurance, insurtech, or financial services regulation
  • Strong exposure to African and UK regulatory environments
  • Demonstrated experience in commercial contract drafting and negotiation
  • Experience working within multinational or cross-border legal frameworks
  • Ability to operate in a fast-paced, technology-driven business environment
